Manhattan Avenue Wall
Union City, Hudson County, New Jersey
This project studied alternatives for rehabilitating a massive half-mile-long and 40-foot-high, historic stone retaining wall in Union City, New Jersey. It was sponsored by Hudson County, the wall’s owner, in cooperation with the North Jersey Transportation Planning Authority, the New Jersey Department of Transportation and the Federal Highway Administration. Hunter Research prepared documentation to advance planning for compliance with Sections 106, 4(f) and NEPA, including participation in meetings with the public and local officials. Assessment of the alternatives required application of the Secretary of the Interior’s standards and development of a Memorandum of Agreement in anticipation of an adverse effect. Work products were reviewed by the New Jersey Historic Preservation Office.
